Also included in this new document drop appears to be a property layout for the Great St James island, situated in the American territory.
The financier bought a smaller island - Little St James - originally in 1998, but later purchased the more expansive adjacent island in 2016 for approximately $22.5 million.
This visual evidence suggest he had created plans to build upon the substantial island by building residences, an amphitheatre, an office beneath the waves and a reservoir.
You can see the blueprint is a channel, a waterway in the region, indicated on the lower right-hand corner.
The architectural drawing is annotated in notations in red and contains a key detailing different areas of the land.
Accompanying this are what appear to be nine other site drawings and construction drawings, including designs for dock shelters.
